Invitation for public comment
The Logan and Gold Coast Faster Rail (LGC) project will duplicate the existing rail line from 2 to 4 tracks to enable more frequent rail services between Brisbane and the Gold Coast, Australia's third and sixth largest cities.
Protecting Queensland’s unique natural environment is an important component of the planning for the project. As part of the project’s environmental approval, the Department of Transport and Main Roads (TMR) has submitted the Preliminary Documentation for assessment by the Federal Government under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act).
The Federal Minister for the Environment and Water determined that the LGC project requires assessment and approval under the EPBC Act as a ‘Controlled Action’ due to the likelihood of significant impacts on matters of national environmental significance, namely listed threatened species and communities protected under Section 18 and 18A, Part 3 of the EPBC Act.
The relevant protected matters under this controlling provision are the Koala (Phascolarctos cinereus), Grey-headed Flying-fox (Pteropus poliocephalus), South-eastern Glossy Black-Cockatoo (Calyptorhynchus lathami lathami), Swift Parrot (Lathamus discolor) and Regent Honeyeater (Anthochaera phrygia).

What happens next?
Following the closure of the public comment period, TMR will advise DCCEEW if comments were received and provide a report demonstrating how these comments have or will be addressed. This report will be published as part of the updated Preliminary Documentation that is then formally submitted to DCCEEW for assessment.
Once DCCEEW has received the updated Preliminary Documentation, the Minister for the Environment and Water has 40 business days to make a decision to approve, approve with conditions or not approve the proposed action (the Project). When the DCCEEW decision is received and published, TMR will notify public comment respondents.
