Overview
The Future Licensing Review (the Review) is being undertaken by the Department of Transport and Main Roads (TMR) to analyse the taxi licensing framework to ensure it is supporting the taxi industry's ability to compete effectively within the personalised transport industry. This was a recommendation made in the Queensland's Personalised Transport Horizon – Stage Three: Monitoring and Evaluation Report.
The Review considers options for the future regulation of taxi services to help deliver a better level of service across Queensland, ensure the future sustainability of taxi services, and improve services for passengers in regional centres, remote communities and South East Queensland.
To date, the Review has considered the views and issues raised to TMR directly, as well as wider feedback and submissions received from industry representatives and customers to inform policy analysis. TMR has also engaged with other Australian jurisdictions to understand learnings from their reforms.
TMR has analysed key issues and considered options for change in the areas of market entry restrictions, administration of taxi service licences, and accessibility of services for people with disability, to determine where improvements can be made.
Outcomes of the Review will provide certainty to taxi operators and licence holders about their future operating environment. Changes to the regulation of services provided in limousine and ride-booking vehicles are not included in the Review.
Recommendations arising from the Review will be informed by feedback received during this consultation and will require government approval.

TMR invites feedback from Queensland taxi industry representatives on proposals considered under the Review. Industry feedback is critical to inform final policy recommendations for government approval.
TMR encourages taxi industry representatives to view the presentation on the Review, which provides key findings and proposed options for the future taxi licensing framework.
